Depend of what the message says.

If it says account, then you can re-create a new account.
If it says console, then the whole console is banned and you'll have to buy a new CID.

As Panther said if it said your account is banned then all you need to do is simply create a new account, if you're on CFW and it said your system was banned you need to google where to purchase a new CID from as the selling of CID's is NOT allowed on NGU. If you're not on CFW and your system is banned you're pretty much screwed.

I'm running on cfw so I guess il have to Google for a CID number.thanks alot for your help
