I don't think you can share a connection from your phone to your PS3 with a VPN unless you can find a way to bounce your connection kind of like a wifi extender, which I'm not sure is possible without root/jailbreak and I don't even know if it's possible with root/jailbreak. You can try enabling a mobile hotspot with the VPN on, if you have service, but besides the possibilities I've just stated, I don't think it could be accomplished. You should get a PC/use a PC and run an ethernet from your computer to your PS3 so you can just share the VPN that way.
