You can't resign from a different region, it has to be same region..and try to resign partial not full..I recommend using bruteforce

I'm not sure what you mean by "partial not full". I tried using Bruteforce but it keeps telling me that template.sfo cannot be found, and, despite trying to look for answers, I can't find anything to correct it.

Well I'll help you try to figure it out so you don't have to ask for people to resign for you. Do you have bruteforce set up correctly, does the save that you want have the SFO? Do you have the hawk key in your games.conf file? Partial rebuild only does surtain strings of hex and not all for profile rebuilding. If you used bruteforce in the last then you have had to see the option as its right above REBUILD PROFILE (FULL) only partial is in parenthesis.

Done! I must have installed it incorrectly because, after installing it again and updating games.conf with MGSV:TPP's key, I managed to resign the save. Thanks much for your help!
