Maxed ammo and suppressors (Example would be AK47 with 9999 ammo or M1911A1 with 9999 ammo and 99 supressors)

Be when you enter the jungle for the second time (Post Ocelot) (So when snake has his bandana and doesn't have to collect his backpack and all that)

Maxed medical items

I can find one but when I use it not all the camos or paints or weapons or items are unlocked. I need it to be 100% with EVERYTHING.
