You need to know the hex number of what you looking for.
Ex: You looking to change your level in GTA V and lets say you are level 45. Since 45 is decimal number you need to change it to hexadecimal.
45 = 2D.
Now the gay part open up NetCheat and search for 2D.
Changing a random hex number will freeze you.
So to find godmode you need to know the right name of it.

I have no idea how bro.. sorry.
Maybe in the eboot.
Once you find the right name, get on google and type text to hex then you follow the "Ex" part.

Most games already have cheats, either ones which are applied to the EBOOT.BIN (decrypted to EBOOT.elf, cheats applied, encrypted to EBOOT.BIN) of a game or are applied to memory addresses.
There are multiple sources to find cheat offsets found by other people, one of them being a website called codemasters-project (.net)
I also have a video for you which might be helpful getting started
The general process is usually the same for every game.
This thread also has a good tutorial written out for you You must login or register to view this content.
These will help you find memory addresses which sometimes can be applied to eboots as well, if you reduce the memory address by 10000, then you have the eboot offset (correct me if I'm wrong).
Anyway, lots of trial and error, health is hard to find since it either is a bar without any numbers, or "blood" indicators on your screen, you can still find those but that's another story (still not sure myself)
