Nope. Updates are made this way so you cannot go back to an older firmware, other wise people would be going to older firmware anytime they liked and using the exploits and such in older firmware. Q2: No because you cant do the first one.

You can't. Your only option at this point is to buy a new PS3 on a lower firmware.

@OP The firmware is stored on the NAND, so a complete format of the HDD won't affect it at all.
