Just a little question.

My PS3 is on 3.61. I was wondering is it not possible to download 3.55 update package and then try and update it via removable storage to be 3.55 ?

Would it not be possible if not why ?
If I did try and do it what would happen?

Thanks.

He is actually wrong. What you need to do is buy a new laptop hard drive, install it in your ps3, format it, and install the old firmware. Hope that helps.

You're both wrong.

The firmware has little to no relation to the hard drive, everything crucial and unique to every firmware is actually stored on the NAND.

@OP Currently the only method of downgrading from 3.60+ is using an Infectus mod chip, Google can help you from here on out Winky Winky

Well if you wait a while, because QA cfw just came out, then the devs maybe able to figure out a downgrade method for us. So stick around for a while, and currently there is no way of downgrading, like the guy said above, its stored on the nand, your best option is to go to a local game shop and ask to trade ps3s for the oldest one they have in stock.
