If I stuck it in my pc, would be be actually be able to download kmeaw 3.55 jailbreak and put it into my ps3 hardrrive all on my PC? ( my hard drive got stuck in a loop when trying to update, so I can not acsess my XMB menu. So I don't know what the film ware is but it is either 3.15 or 3.55 ofw.)

NO you cannot and fyi the hardrive has nothing to do with the firmware that is the nand. Even if you could put the pup on the hardware it would be useless.

So there is nothing I can do with the hard drive to get my ps3 out off the "loop". Because the problem is that the ps3 won't fully download an update. It gets stuck at 76% every time and I get an error.

Try to get it into recovery mode by holding down the power button till the console starts up and shuts down, then hit and hold the button again till 2 consecutive beeps then release.
