No you can't downgrade without mod chip, best one is E3 flasher i've heard, i'd rather just buy a 3.55 ps3 myself rather than buying one of the mod chips

you can downgrade using a progskeet or a teensy++ it requires soldering and you can downgrade ANY fat model with it. Look in the PS3 Hack's forum there is a sticky with all your questions ansered there.
