According to the "Flash", CECHG Will not be able to downgrade with an E3 flasher. Reason why is because its a NAND Flash. If the 4.00 FAT PS3 is a NOR then Yes, It will be able to downgrade a 4.00 firmware. As of Now all the future updates will be able to downgrade.
