make sure your on 3.55.2(if not update to it), then install rebug update .6 from the rebug website You must login or register to view this content.(updates rebug with latest spoofer). then go to package manager and in the hard drive storage folder there is rebug selector 1.5 & 1.6. Install selector 1.6. after you install it you can now run rebug selector, so start the app choose spoofer,and ps3 does a quick reboot. Just do a quick check in system settings to make sure it says 4.00, if not you did something wrong, repeat steps.
