You need to put 3.55 OFW on a USB stick and install it from that rather than the internet.
1. Put 3.55 OFW on your usb stick. Make a folder on the USB stick called PS3 and within that a folder called UPDATE. Put the OFW 3.55 in there.
2. Stick the usb stick into your ps3. When you go to update options select Update from memory device rather than internet.

No need to be using internet anyway! Once you have successfully installed 3.55 OFW, you repeat the process with 3.55 CFW.

If your still stuck just check youtube there's loads of tutorials on installing CFW 3.55. Also make sure if your using internet on your CFW PS make sure you have auto updates turned off.
