I'm not sure but I think 'localusername' might be the name of the Users in the User list to the very left of the PS3 Menu? However if you want to change your avatar to a custom one then there is a tutorial here:

You can't, unfortunately. If you could then all of your current friends would all have different online ID's. However, it used to be possible to do that when creating a Japanese PSN Account, but that was discontinued in one of the newer firmwares.

Yes, you can have any picture you want, just keep in mind that when you go to change the actual picture file using FTP, ensure that the custom avatar is the same length and width for example; Original Avatar = 180x180 so your custom one must be also 180x180 and also must me the same file such as a jpeg or png.
You have to use CFW for this, i'm not sure if when you update to 4.11 it resets itself.. i'm unsure.. but you can always try it.
