Yep, the PS Vita has many custom "panels" which if you sign into your PS3 with a custom panel selected from your vita it automatically uses the background color from the panel as your PSN color. Do a search for a guy on these forums named redsoxfan95. He charges vbux to make your PSN color whatever you want.
