The only way to get install package files on 4.20 or 4.21 is with a Kiosk firmware. Anyways, Kiosk firmwares aren't even worth it so don't use it.

Install Packages will only WORK on a jailbroken ps3 console on 3.55 or 3.41 CFW

If you are on 4.20 and want to downgrade to 3.55 and have a PS3 that base firmware is BELOW 3.55 the install Joeys 4.20 0.1.1 then go into recovery mode and install TLK's downgrade it will semi-brick ur PS3 when it does that then put 3.55 OFW on a usb and update through recovery and there you go you are downgraded now just install a 3.55 jailbreak.
