I finally deleted EVERYTHING (Besides users and one thing). And it still freezes at a like 94%. Does anyone have a fix and something. This has happended to me before but I would delete like one thing and then it would work. (The one file is 31mb)

Try doing a Quick format

Does it freeze in the part where it formats the HDD, It does that for me sometimes, just disconnect your playstation from the internet.

Delete some pkgs, i find it better to have little oe no pkgs installed,
Lss pkgs means less space to transfer to the other ps3
