i saw the 4.25 firmware was out so i decided to create a reverter for all the noobs who updated to 4.23.
this firmware can be installed from the XMB but i dont recommend that, you should install it trough Recovery Mode.
this reverter sets your console back to 4.25 official firmware, and please never install Shop/Kiosk MFW's without there is a reverter out for that firmware or something
I hope i helped some of you out.

so if you want to install this, you have to go into Recovery Mode, it is actually a sort of save modus

1. turn ps3 off
2. keep holding the power button till it powers on and off without releasing your finger of the button
3. once its turned off again, you turn it on again and you keep pressing your finger on the power button till je hear 2 fast beeps
first you hear one beep and like 10 seconds later you hear 2 beeps, now you can release your finger of the power button
4. there will be now six options select the sixth one
5. plug in the USB with the PUP file and press start and select at the same time
6. it will now search for an update or in this case the 4.25 firmware
7. the rest should do it

do you even know how to get in recovery mode?
and BTW getting a new HDD doesnt remove your firmware
wiping your HDD doesnt remove the firmware
and you where stupid to update to 4.23 without searching on the internet for a bit
and the most of the reverters of 4.23 released before 12th of september are mostly fake, because on the 12th of september the 4.25 firmware came out

This seems to be helpful to most people, but if you want to make the thread even better, include a quick tutorial on how to use this, when to use this, and how to get to recovery mode if need be. I personally do not know what this is useful for and it would be awesome if I had background info and a quick guide in the original post.

iam sorry if you got my reaction a bit aggressive, but this file does work, i tried it, my friends did look the comments just try again
