The only way that you can get down to 3.55 ofw is either a E3 flasher or a proskeet. A E3 flasher cost around $80. Personal preference would be just to buy a ps3 on 3.55 or lower (on ebay or craigslist) and just install cfw.

Is google broken?

Same as crazy said. You need a hardware flasher to downgrade. Make sure your ps3 came with fw 3.55 or lower before buying one.
