well you could install a 3.55cfw then install the pkg files like normal, Then re install ofw. But remember if you install pkg files on 3.55cfw and update your system to 4.25 or back to ofw you will not be able to run them.

If your on 3.55 yes you can install PKGS, Thats why everyone wants one lol
