Try the other way through xmb and not recovery menu, make sure your usb stick is formatted to fat32 and and put the update like this (ALL CAPS) PS3 - UPDATE - PS3UPDAT.PUP your update file

Lol make sure you have the 3.55 ofw, theres a thread on here that has one, if its coming up with 3.70 its likely you ha ve that firmware on your usb maybe? id download the 3.55 ofw again just to make sure. if not it may be something in the motherboard, like the ps3 wouldnt update to3.70, surely itd update to 4.25. anyway i hope this is of some help.
