So my question is that do I have all the required items?

I am getting:
1. E3 limited edition
2. E3 card reader

I know how to install it so would that be all that I need, and will I be able to dual-boot with these items?

Right now dual boot is only possible with OFW 4.31 and CFW 3.55 per example, CFW 4.30 isn't possible to dual boot "AT THE MOMENT".

You also need a Micro SD card for the nor backup etc. and a regular USB stick for the .pup's etc., not sure if you can use the E3 card reader for that.

EDIT: Oh and for dual boot you also have to solder a wire. (And another one to be on the safe side, incase a brick happens, so 2 in total)

Yes, and if you plan on doing fast dual boot you also need 2 hdd's, one hdd for OFW and one for CFW. Should be everything then, don't think that i've forgotten anything, not 100% sure though.
