Copied a gamesave onto the root and the folder structure one, went to Internal Memory card it was there I copied it over, went to Saved Data (PS2) then flash drive it said no files found.

Loaded San Andreas and went to load game, no saves found. So it's definitely loading to the Saved Data Utility (PS2) section.

I copied the default save file location onto the flash drive to see like how it was set out etc and here it is:
