They use a jailbroken PS3 to take their RAP/RIF file which is used to activate the DLC. You can get the actual DLC from Sony's servers. However, it's useless unless you use ReAcPSN to activate it.

Are you wanting to rip your DLC? Or are you looking to get pirated DLC? PS3iso has a good amount of DLC on it.
