As far as I know, the PSID changer you are referring to only temporarily patches the consoleID in lv2 so that it appears legitimate, so your consoleID is reset every time you reboot your PS3.

DEX is debug firmware, designed to be run on PS3 test units. There was an exploit released several months ago that allows you to convert a retail (CEX) PS3 to a debug (DEX) PS3. I wouldn't recommend converting unless you really know what you're doing, otherwise you'll just lose functionality.
