i have a new one now and i have all my game saves backed up including the locked ones.

but i am unable to use them as they are locked 2 my old profile and old PSN.

Yes. Xploder is worth it if you use a lot of saves, i.e you use modded saves or you switch accounts a lot and want to retrieve your saves. And yes, you can re-sign your saves from your old account to your new one! It's very easy, and Xploder isn't really expensive anyway.
