Well for starters you're never going to find a 3.55 that cheap unless you pick it up at a local pawnshop. But the problem now is that since there is such a high demand for a 3.55 ps3 everyone marks up the price of their console just to make a nice chunk of change especially on eBay.
Your best bet it to look around your local area... shop around pawnshops that sell electronics, ask if you can hook up the PS3 and see some of its "features" and if you know the owner they'll let you regardless. Try staying away from eBay since that's where all the overpriced consoles are located.
And finally.. Craigslist. I'm not sure what the equivalent is over in the UK but you can find some nice priced consoles on there and majority of the time the person who posted the listing will let you view the firmware etc. Good luck finding a 3.55 bro, hopefully I helped out a bit.

Unless you're willing to buy a broken PS3 and refurbish it yourself, and I don't believe there're any 3.55 CFW PS3's on the market in your price range.

At a retail level I'd say no. But you will still find them on classifieds, eBay etc. If you do find one and someone is asking a high price for it I'd do the "you know it's only worth what someone is willing to pay for it" tactic. That will usually get people to lower there bottom dollar unless they're completely greedy. Good luck bro.
