Are you sure that you have Rebug 4.21.2 installed then? If so, try re-installing it

I reinstalled twice

Make sure you have DEX-FLASH.EID0.NORBIN/DEX-FLASH.EID0.NANDBIN on the root of your flash drive and that your flash drive is plugged in the right USB port.

But why are you using Rebug 4.21? Why don't you upgrade to the newer Rebug 4.30.2??
