After 10-20 seconds Debugger open itself but I can't do any operation as you see in the image

I'm using both wired PC and PS3

I solved the problem (now can see process and can attach process), I used MW2 1.14 EBOOT.BIN that found here:
You must login or register to view this content.
But can't find a good EBOOT.BIN for MW3 1.24, help!

use this settings

On the PS3 XMB:
Debug Settings > Release Check Mode > Development Mode
Debug Settings > Boot Mode > System Software Mode
Debug Settings > Network Settings for Debug > Single Setting
Reboot PS3

On the PC:
Connected to Target Manager and Reset it to System Software Mode.
Check Console Output if it Booted to [System Software Mode].
Open Debugger.

I did alredy used all that settings, I think the problem is just EBOOT.BIN(because MW2 process attach with success), I can't find one for MW3 1.24, can you upload it?

I know, but I created one using "TrueAncestor SELF Resigner v1.85" and "make_fslef command line tool"
and it doesn't work(It boots the game but it doesn't show the process in Debugger process list)
