I'll make this easy, you need to be on 3.55 system firmware version to install ANY CFW. And yes CFW is needed for mods. And no 4.41 CFW can't be installed on 4.41 OFW. To read more on CFW and modding, go here to get info...

The amount of modders on bo2 online is very low tbh so i don't see how you can say you keep running into them, bo2 is not like waw where you can just get mods from your usb lol. But if you really are interested then I'd suggest looking through the thread Pseudo_Soldier linked.
