Ok to make everything simple for you, CEX is a retail PS3 which is the on that you buy at stores, e.g walmart;gamestop;bestbuy, DEX is a debug PS3 that were given to developers to make apps and games and such for the PS3 however now a days you can convert your PS3 to DEX and back, and this is the type of PS3 you need to be on to RTM. But to do this you need to jailbreak your PS3 which can ONLY! be done on 3.55 OFW/CFW, and this can only be accomplished by downgrading your PS3 with a flasher. First you need to determine if you PS3 is downgradeable, and you can check that here; You must login or register to view this content. . Now once you have checked to see if your PS3 can be downgraded to 3.55 or below, you will need to check what kind of FLASH is on your PS3, NOR or NAND, from there you can either buy a flasher, E3 Flasher if your PS3 is a NOR model or a Progskeet if it's a NAND model, this can also be checked on the link I provided you with above. Or you can use a downgrade service which is cheaper than buying a flasher or if you don't feel to comfortable doing the process yourself since THIS REQUIRES YOU TO DISASSEMBLE YOUR PS3.
