reset your e3 board via pressing the red button middle of the board...your ps3 must be on..then install the e3 update.bin again and try..

you cant use the downgrader for downgrade via e3 flasher you need a real cfw...not a hybrid like the 999down. of rebug..use rogero 3.55 v3.7

ok then you dont patched your dump or they was a error on rewhrite the patched one with the original one on your flash...
