i was on 4.21 Rebug DEX , wasnt a full DEX Firmware

the problem is you can fix rsod with some cex fw..but there is no one for dex..you cant install now rsod patched cex fw because your target id is set to dex..your ps3 cant read the cex pup file from usb..you will get a corrupt data error..there is maybe 1 way but im not test it and never listen that someone have try this..you can try to make your own dex cfw with mfw builder based on 3.55 with rsod patch..maybe works..i cant promise it..or rent a dongle from a friend or else..because you can fix it with a dongle and lv2diag.self with fsm...

but i switched back to CEX in multiman but forgot to swap lv2 so my target id is set to CEX but my lv2 is DEX thats why i got RSOD

ok thats a good news..install rogero downgrader from recovery menu..its not fix really the rsod but it must turn on to xmb..after you are on xmb you can install fsm.pkg
