I do not quite understand what you mean. Do you wish to hack games via Hex Editing? Or change the Region ID for the save?

The latter is possible for certain scenarios, such as changing a save from the EU to US, but you cannot remove it altogether.

The former, however, is generally possible. It is done with a program called Bruteforce.
