The easiest way to do so is to install multiMAN go to 'System Information' and the PSID the very bottom ID is your Console's ID.
you can also use PSID Stoker App and it will also show your console's ID when you launch it in the bottom left corner.

when i look at the bottom left it says current consoleID : 000000000000000000000000000 its alll zeros ?

You will need to buy or get another console id
