Are you talking about one that makes your text go under your profile? If so, you can make one in notepad by pressing enter 4-6 times. Then type the text. Just make sure it doesn't go over 64 bytes.

You can make it in notepad. Just tick Save As then then put all files in the save bar and name the file 'mecomment.dat' and there you go.
