have you verified that you actually are QA flag?
3 beeps and restarts and do the button combo on Network settings?

Yea after the button combo I get the 3 options

Under "Debug Settings"
Go to "System Update Debug"
switch to on and turn off PS3

now try to update through XMB or recovery

still says i have the latest system update

I can't see why your shit wont update since you QA flag and did the system update.
Is your Ps3 fully functioning...like all the part working?
Sometimes the Ps3 won't let you install the update if there is something broken e.g. blu-ray
