You need a E3 flasher or you can get it sent off for downgrade

is that only for downgrade? what if a new cfw comes out for later firmwares can i just update it via usb?

You need hardware to downgrade your ps3, depending on what model your ps3.
You cannot install CFW on OFW higher than 3.55. You need to downgrade to 3.55 to install the CFW. No matter if they release a brand new CFW tomorrow, you will need to downgrade.
