But when I run target manager and connect to the play station it freezes. I have tried resetting both PC and PS, new Ethernet cable, re installing the target manager and it is still freezing. Could anyone help me.

press on the green play button in the target manager to "unfreeze" it

If you mean the one in Kernel I can't do that because for some reason the play, pause and stop are all faded out.

oh then i dont know sorry.
Maybe try re-installing your firmware.

And check if u got the right debug settings
