So I had A Ps3 On Rogero 4.50 cex And I decided to downgrade to using Rogero Downgrader and I successfully
downgraded to 3.55 rogero downgrader. Then I Install toggle qa and tried tried to install the rogero v3.7 cfw through the xmb. Its starts loading then its says the latest version of this has already been installed and it stops loading. So then I tried it throught the recovery menu>System update but then it said u need too install firmware 9.99 or higher hit start and select. So I have tried multiple times and im stuck on this firmware.
IF ANY1 CAN EXPLAIN TO ME HOW TO FIX I WILL SEND $15 paypal.

What i do is install the rogero downgrader, then install and run toggle qa. Then instead of trying to install another firmware i install the OFW 3.55 first then i install the CFW i want to use. and always use the recovery menu when doing so it always works for me. Hope this helps!

Could try use the Condonar thing to install another CFW.
