It was qa enabled on 4.46 rebug cex. i turned off the ps3 halfway through the update, but now everytime i turn on the ps3 it says installing update. its as if the download is done, but the install hasnt taken place yet.

is there anything i can do apart from letting the install complete and getting it downgraded?

in future ill keep all my ps3s on dex since there is no spoofer needed for dex. any help is appreciated.

if you can boot it into recovery mode, try installing the 9.99 downgrader, then going back to rebug
