I also cant attach tools i tried going on split-screen on ghost and the tool wouldn't attach the tool connects but doesn't attach?

Did you check your internet setting you also need to restore console iD

I updated my REBUG 4.21 to 4.46 and had the same problem.

Try This:
Download PS3ita Manager pkg, open it and press start then network tools then restore original console id (EID5) then try to log in. (Download for PS3ita manager below)

Attaching Tools:
Is your ps3 connected with ethernet cable?
Have you downloaded target manager on PC and connected with PS3?
