May just be that one account. Go create a new account and try to sign in in the PS3. If its banned also, then you need to get a new CID and PSID.

Well best advice I can give is get a private CID. You can use publics but will have to change it a lot... If you have money one method is to buy a YLOD PS3 somewhere, fix it, and get the CID, then resell it to make profit. YLOD PS3's are usually pretty cheap as most people think they can only be for parts.
