I just want to run games on there without spoofing the fw, and i don't really want to real time mod, just FTP hacks over so what should i do with my ps3? Should i downgrade to 3.55? or what? stay on 4.21?

Personally I would not downgrade, because if you wan to run any new games you would need a fixed eboot for them to work properly.
Also you said you do not want to RTM but DEX has more capabilities other than just real time modding.

why should i go 4.46 rebug? or 4.50 ITA? what do they each do? and witch one is better for what?

DEX CFW Are Known for More Freedom , Options , and Complexity.
i Personally Prefer 4.50 ITA For the Full dex Feature and the Ability to Run .self . But i also Enjoy 4.46 Rebug D-rex .
