Well firstly you need to make sure you have a debug eboot on and/or check for the right ip address as they can change

i was using the right ip but had to reinstall ccapi and everything works good now also i never use debug unless its force host does debug reduces ban risk cause i heard it increases ban

If your using dex tmapi (Target Manager) make it have only one ip address not 2 so delete every ip then connect to ur ip again.
