You have to have internet so your ps3 can connect to the computer. You might be able to bridge a connection from laptop if you know how to do it. Or you can steal your neighbors internet and RTE xDD

You will need a LAN connection in order to RTE, without it, it is impossible unless you have a eboot that allows you to use a mod menu
