No it isn't possible to RTM on a non-jailbroken PS3 (ofw). But you can use USB mods and CFG mods on games like MW2 and stuff like that.

You can''t do USB mods on BO1 or BO2, even if you could it'd be offline. So you will need to have a jailbroken PS3.
