Are you sure it's every tool? Try out a different tool, also make sure you are connected on target manager and your reset mode is "Debugging Station". If you don't know how to do this simply the delete the current target, add a new one. Name it whatever you want and make sure "Debugging Station" is selected, then click "Ok" then type in your PS3's IP and then connect.
