'No JDK or JRE is installed on this machine. You need to install Java SE 7 or higher on you machine'

when i do have JRE installed and the latest Java also installed.

im using version 1.25 but even the latest version (1.45b) gives my the exact message..

im on Windows 8.1 Update 1.

any clues on how to fix this? would appreciate if anyone can help
