I had the same problem you need to set a DMZ port for your PS3 this should help you out.

manually setup your ps3 conniption and choose the IP, the only problem i get with this is a moderate NAT not open

If you get a Linksys router, your IP will stay the same until the router reboots

That's a router setting unless you have the PS3 set up for a static connection. If you're on DEX, i don't think you an set it up with a static connection. Have your router pick out the MAC address of the PS3 and set the static IP via the router.
