When I try and use Project memories on mw3 OR Reborn on MW2 it says it finds a thread then says it couldn't find the threadID. But it does connect just doesn't attach the file. Any ideas? (I have reinstalled 4.50 multiple times with no luck so I thought you guys would know.)

Make sure Your Debug settings are Right, And your connected in target manager . also right click your connection in TM , go to reset mode and make sure its set to system software mode.
restart ps3.

Its all setup I checked it multiple times. :/ I don't know why it wont work

Try another Debug Eboot, and make sure Your in game Better you Connect/Attach

Do you have any Debug Eboots for mw2 or mw3?

I tried a new Eboot, and it is not showing up in debugger when I have mw3 running. Any ideas?

My games are in GAMES but I seen you put it in game. Does that affect it any?

the Debug eboot has to be in games not GAMES, GAMES is for Internal HDD Games, while games is for updates.
